CampbellReith assists Great Yarmouth Borough Council to guide prospective developers

CampbellReith, alongside colleagues at Urban Delivery and Tibbalds, has been assisting Great Yarmouth Borough Council in preparing the SPD to guide prospective developers on the comprehensive regeneration of the North Quay area. The final draft of the SPD was published in January for final comment until 23rd February.

The regeneration aspiration for the waterfront site is driven by Core Strategy Policy CS17. North Quay is a key site that, while underutilised, offers potential for developing a mixed-use urban quarter to help fulfil the wider ambitious regeneration aspirations the Council has for the town. Land values in the area are currently net negative and there have been no forthcoming private-sector regeneration schemes. The viability was exacerbated by fragmented land ownership, poor ground conditions, tidal flood risk, archaeological interest, WW1 and 2 unexploded ordnance risk, nearby highly ecologically sensitive areas, and strategic water mains crossing site. The team prepared the SPD to identify and explore the nature of development constraints, how they could be mitigated, and ultimately be evidence-based to make the site more attractive to the market.

The adoption of the SPD will result in it becoming a material consideration in the determination of any planning application within the site. Details of the SPD can be viewed here.
