TibbaldsCampbellReith JV to work on former Whittingham Hospital

TibbladsCampbellReith JV are delighted to announce that we have been appointed by Homes England to help deliver a new Planning and Disposal Strategy for the former Whittingham Hospital site in Preston.

Whittingham Hospital is a former psychiatric hospital site, located approximately 5 miles northeast of Preston. The site was acquired by the Homes and Communities Agency (formerly  English  Partnerships) as part of a portfolio of assets under the Hospital Sites Programme in 2005 and extends to approximately 60 hectares and adjoins the existing village of Goosnargh. The site has not been in operational use for many years and redevelopment has stalled as a result of market conditions changing over time, planning issues and infrastructure constraints.

TibbaldsCampbellReith JV have been commissioned to provide a wide range of services in relation to planned enabling infrastructure, town planning, masterplanning, viability, agency and ground investigation, with the overriding aim of securing new high quality residential development on the site as quickly as possible.

Led by CampbellReith, the team includes Barton Willmore, Vinden Partnership, JLL, The Environment Partnership, Tuffin Ferraby Taylor and Prime Transport, amongst others. The team will develop a new revised planning and disposal strategy for the site, which will involve revised  masterplanning, re-phasing, ground investigations and also advanced provision of infrastructure, including structural landscaping, a new access/spine road, a new foul sewerage solution and potentially a new  build  sports/social  club. It is intended that the new strategy be more comprehensive and interventionist than previously envisaged, responding to the viability and  deliverability issues faced by the site in its current state.
